The Alberta Court of King's Bench approved Westrich Pacific's purchase of Edmonton City Centre from Otera Capital on August 7, 2026. The transaction has not closed yet. It is expected to close before the end of 2026.

Edmonton City Centre spans two full blocks of downtown Edmonton: roughly 1.4 million square feet of retail and office space across about ten acres, including Centre Point Place, TD Tower, and 102A Tower. It is the largest undertaking in our history, and the most consequential building we have taken on for the city we are headquartered in.

What has been said publicly

A first phase reported in the press centres on the space formerly occupied by Hudson's Bay, with roughly 1,500 residential units, a reworked exterior, and a rooftop Nordic spa. Coverage also reports that integrating street-facing retail is being explored, and that construction could begin in early 2027.

Those are proposals, not commitments. They depend on a development permit, on City of Edmonton approvals, and on design and engineering work that has not been done yet. Numbers, scope, and timing will change.

The purchase price is confidential until the sale closes, a condition set by the receiver. We are not going to speculate about it here.

What comes next

Downtown

Downtown Edmonton is the city's central neighbourhood, running from 109 Street east to 97 Street and from 105 Avenue south to the North Saskatchewan River valley, and the City's 2025 business census identifies it as Edmonton's main hub for finance, corporate headquarters and specialized services.

Edmonton City Centre occupies roughly ten acres along 102 Avenue from 100 to 103 Street, about 1.4 million square feet of mall and office space with three attached office towers and parkades. The Valley Line's 102 Street stop, the line's current western end, is on the north side of 102 Avenue between 101 and 102 Streets. Sir Winston Churchill Square and the Arts District are a block east. Retail occupancy was just over 41 per cent when the property was marketed for sale in early 2026.

The previous owner went into receivership in July 2025 owing Otéra Capital Inc. about $140 million. The court-ordered sale to Westrich Pacific was approved on August 7, 2026, with closing expected before the end of 2026.
A proposed first phase would place about 1,500 residential units on the west side in the former Hudson's Bay space, with street-fronting retail and a rooftop Nordic spa. Construction is targeted for early 2027, subject to required approvals.
Hudson's Bay no longer occupies the west side of the mall, and Sport Chek left in 2023.
The property's east and west halves connect to the downtown pedway, which also links Central, Churchill and MacEwan LRT stations. Two-thirds of the pedway is privately owned and hours vary by building and door.
Sir Winston Churchill Square, a block east, is bordered by City Hall with its glass pyramids, the Winspear Centre, the Citadel Theatre and the Art Gallery of Alberta.
